Rules of Election of the Executive Committee and the Office Bearers

1. The Executive Committee will be elected by the General Body through the medium of secret ballot every year and not later than 30th September, every year. The nomination form will be as per Appendix 'B; and will be submitted along with a deposit of Rs. 250/-which will be refunded to a candidate who is elected or withdraws his name in time.
2. The elections will be conducted by a Returning Officer appointed by the retiring Executive Committee. Such Returning Officer may not necessarily be a member of the Association. and he will not be allowed to stand for election.
3. The Returning Officer will, on recommendation of the retiring Executive Committee, fix dates for nomination of candidates, last date of withdrawal and the date of final election.
4. The election will be held in the office premises or at such other place as fixed by the Returning Officer in consultation with the Retiring Executive Committee.
5. The Returning Officer will circulate the dates of final election at least 15 days before election alongwith the last date for filing nomination paper as per Appendix 'B' and last date of withdrawal. He shall also circulate list of candidates standing for election at least 5 days prior to the election. Only one authorised representative of the member who should be partner, proprietor or manager (having general power of Attorney duly attested by Competent authority in case of manager) of the firm and in case of Joint Stock Company its Director or Manager (having General Power of Attorney duly attested by Competent Authority in case of Manager) will be eligible to stand as a candidate for election to the Executive Committee. No person will be allowed to stand for election unless he has paid the Annual Subscription of the Association or is declared a defaulter by the Executive Committee before filling the nomination paper. No person will be allowed to caste his vote unless he has paid his subscription before the date of the final list of candidates in election.

6. The ballot paper as per Appendix 'C1 will be on the prescribed form of the Association and it will be signed by the Returning Officer and every ballot paper will be numbered on counter foil only.
7. The ballot paper should be collected by the authorised representative of the member against the signature on the members, list from the Returning Officer at the time and place of election.
8. The ballot paper will have to be marked at 21 places, selecting 21 members to the Executive Committee by a Rubber Stamp which will be provided by the Returning Officer and dropped immediately in the ballot box then and there. The ballot paper will not be allowed to be taken out of the Election premises, otherwise such ballot paper will be considered as invalid.
9. At the time of election and polling, only the Returning Officer and Retiring President will be allowed to remain in the election premises. The Returning Office may allow any other person (not being a candidate) to remain with him for his assistance.
10. At the time of election local member of the Association cannot authorise in writing to vote on his behalf.
11. The sealed Ballot Box will be put in the Election premises from 9 A. M. to 4 P. M. on the date of election.
12. The Ballot Box will be opened by the Returning Officer same day after the polling is over and names of successful candidates who are declared elected shall be notified as soon as the counting of the votes is completed. In case of tie the Returning Officer will declare the winner by draw of lots.
13. In case of disputes or any petition against the election results, an Election Commission consisting of the Returning Officer and two Members of Tribunal appointed by the Executive Committee (not standing for election) will hear all such petitions and their judgement must be declared within three days and shall be taken as final.
14. Only those petitions will be held valid which are received by the Returning Officer within 24 hours of the official declaration of results.
15. The date, time and place etc., mentioned above may be changed looking to the convenience of the members and for the orderly election at the discretion of the Returning Officer.
