Constitution And Rules

Powers

(A) PRESIDENT
1. To preside over and conduct the General Meeting, Executive Committee Meeting and Functions of the Association.
2. In case of emergency when due to any reason the Executive Committee is unable to function, to assume special powers to carry on the work in the interest of the Association not inconsistent with the Memorandum and Articles of the Association.
3. As chairman of the meetings, to exercise casting vote in case of a tie in voting, besides his own personal vote.
4. The President will have power to spend an amount upto the extent of Rs. 1000/- without the prior sanction of the Executive Committee at a time, but such expenses must be confirmed in the next meeting of the Executive Committee.
(B) VICE PRESIDENT
In the absence of the President, to exercise all the powers and duties of the president.
2. Any other work the President may assign to him.
(C) HONY. GENERAL SECRETARY
1. To act as manager of the Office of the Association & get the same run efficiently by the employees of the Association.
2. To collect the subscriptions, donations, gifts etc, on behalf of the Association.
3. To record the proceedings of the General Meetings and the Executive Committee meetings in the Minutes Books and to get the same confirmed in the next meetings.
4. To correspond on behalf of the Association and refer all important matters to the President or the Executive Committee.
5. To prepare the Annual Report of the Association, and to get the same approved by the Executive Committee for presentation before the Annual General Meeting.
6. To issue notices for General Meeting and Executive Committee Meeting.
7. To inform all concerned about the activities of the Association, current trading matters and about all other Govt. orders, rules and regulations affecting the paper trade and about any negotiations and references to the paper mills or other Associations as also the Federation of Paper Trader's Association of India.
8. The General Secretary will be authorised to spend upto Rs. 500/- for any particular work but such expenses should be confirmed by the Executive Committee.
9. In case of any dispute among the members of the Association, to try to settle the same or to refer it to the President or Executive Committee for necessary action or send it for arbitration.
10. The General Secretary should give effect to all the resolutions of the Executive Committee or General Meeting.
(D) HONORARY SECRETARY
To assist the General Secretary of the Association in all the activities regarding the association and to carry on his functions in his absence, or, when so desired by the General Secretary.
(E) HONORARY TREASURER
1. To safeguard the funds and properties of the Association.
2. To maintain bank accounts (including fixed deposits) in good banks where all funds of the Association should be deposited. Such accounts will be operated by the Treasurer along with either the President or the General Secretary. All fixed deposits shall be made with the previous permission of the Executive Committee.
3. To maintain accounts of the Association and prepare annual balance sheets for presentation to the Annual General Meeting after getting it approved by the Executive Committee.
4. To make payments for day-to-day expenses of the Association subject to authority in writing from the President or the General Secretary.
5. To get the accounts of the Association audited annually by the auditor appointed by the Executive Committee.
